Every figure on this site traces back to a public NHTSA file. The one exception is the Recall outlook, whose recall likelihoods and cost ranges are labelled estimates with their method shown.

Pulled every night. A campaign is dated by the day the manufacturer's Part 573 report was received, not the day it was posted.

Counting

A campaign is one NHTSA recall number, counted once however many models it covers. Vehicles affected is the manufacturer's estimate, taken once per campaign.
