SEAT BELTS, DRIVER AND FRONT PASSENGER. SEAT BELTS GET HUNG-UP (BIND) ON WALL MOUNTED SEAT BELT RETRACTOR. UNABLE TO BUCKLE OR RELEASE SEAT BELT. ALSO, BECAUSE OF BINDING, BELT WILL NOT LOCK IN AN EMERGENCY APPLICATION ON CITY STREET, HIGHWAY OR WHILE TURNING.
