THROTTLE RETURN SPRING MAY BE INCORRECTLY LOCATED.

Consequence

THIS WOULD CAUSE THROTTLE LEVER TO NOT BE UNDERSUFFICIENT TENSION TO COMPLY WITH FMVSS 124.

Remedy

CORRECTLY LOCATE THROTTLE RETURN SPRINGS.
